Solution:

Let the total number of valid votes be 'x'.

It is given that:

Winning candidate got,

\implies (60% of x) votes

Losing candidate got,

\implies (40% of x) votes

So:

(60% of x) - (40% of x) = 400

\implies 60x/100 - 40x/100 = 400

\implies 20x/100 = 400

That is:

\implies x = (400×100)/20

\implies x = 40000/20

\implies x = 2000

Hence,

The total number of valid votes 2000.
