Ratio of wheat to rice is 3:1 
so let value of consumotion if wheat be 3x
and that of rice be 1x or simply x 
so the total consumption of cereal will be 
3x +x =4x which is equal to 28 kg (acc. to ques)
4x= 28
x= 7 
as we said above that value of wheat =3x 
so 3x = 3× 7
=21 
hence ,consumption of wheat =21kg
