why are inundation canals being converted to perennial canals

1) Inundation canals are DIRECTLY TAKEN out from rivers which become dry in summers ( mostly if the river is seasonal).
2) Inundation canals become dry when rivers change their course.

Inundation canals do not carry water during summer as the rivers which feed them, goes dry during this season. Perennial canals usually have water in them all year through, as they originate from dam reservoirs or barrages. Since they provide water throughout the year, they are more suitable for agriculture and other purposes. Because of this reason, more Inundation canals are being converted to Perennial canals.
