In a household circuit, why are the neutral and Earth wires are at same potential and the live wire has a different potential?

Live wire carries net charge, which is more as it is required to meet the need of many digital and mechanical appliances, which has the potential of giving a shock to us. Earth wire does not carry charge, it is just connected to the metal body of the device to the soil, which prevents the user to get a shock when it occurs. It does not carry charge always.
