The probability of picking one chocolate cookie

   = Number of chocolate cookies /  Total number of cookies

   = 3/12

The probability of not picking one chocolate cookie

   = 1 - the probability of picking a chocolate cookie

   = 1 - (3/12) = 9/12

After picking one non-chocolate chip cookie, there are 11 cookies remaining, and 8 are non-chocolate chip cookies.

The probability of picking a non-chocolate chip cookie for the 2nd time

    = 8/11

Therefore, the probability of picking two non-chocolate chip cookies

   = (9/12)  x (8/11)  = 6/11

Thus, the probability that neither cookies are chocolate = 6/11
