Solution:

Distance between surface of water to tip of a bud of lotus= 10 cm

There are two Possibilities:

1. If the distance between root to the tip of bud is 30 cm , then ,

Depth of water at the root of the lotus plant = 30 + 10= 40 cm

2. Now, As you have written in the question that ,

  Forced by the wind, it gradually moved, and just submerged at a distance of 30 cm.

If horizontal displacement = 30 cm

Then we can't find , depth of water at the root of the lotus plant from the surface of water.
