Let their ages before 4 years be a,b,c,d,e,f, respectively.
Average = a+b+c+d+e+f/6 = 28
so a+b+c+d+e+f = 168
i.e., sum of their ages 4 years ago was 168.
Then sum of their present ages will be 168-(4×6) =144
Now average = 144/6 = 24
