Administration of various departments of a democratic country, is run by qualified people appointed by the ministers who look after these departments. Ministers, in turn, are elected by the people of the country.
The essence of democracy is that, it is a government that is elected by the people, for the people. The party with the prescribed majority will appoint ministers to the various departments. The losing party, provided it has the necessary percentage of votes or with the approval of the newly elected government, will form the Opposition party.
