Here BOD refers to the biological oxygen demand. The reason due to which it is caused is Eutrophication.

Eutrophication is the process by which green algae grows on the surface of a water body, prepares food by photosynthethis and tend to absorb sunlight. This results in green plant underwater not to perform photosynthethis, wilt and die. This calamity further results in fewer oxygen production by plant( Plant release oxygen as a by-product) which causes BOD and aquatic animals living in that lake or pond starts to die.
