In a room , a heater is best kept on the floor but an air conditioner is put near the ceiling why ?

the reason is since hot air rises up and the cool air settles down.
if ac was kept down the air would be cooled down only and would not rise up.
THE heater is kept down since the hot air rises up and spreads to the entire room.
