In a room a heater is placed on the floor. Cold air is heavier than warm air. So it sinks beow. So the heater heats the cold air near the floor. The cold air gets heated and rises up. Cold air sinks below to take its place and gets heated by the heater and rises. This process continues and gradually all the air in the room gets heated by the heater.
On the other hand,air conditioner is placed near the ceiling. We know that, cold air is heavier than warm air. So the cold air in the room sinks below. Warm air is found in the upper part of the room. The AC cools the warm air near it (warm air is found in the upper part of the room,near the ceiing). The AC cools the warm air. The now-cold air sinks to the bottom of the room. The warm air left in the room rises,gets cooled by the AC and sinks. This process is repeated and a point comes when all the air in the room has been cooled by the AC.
If the heater had been placed near the ceiling,it won't do any good because it will be heating the warm air of the room instead of tbe cold air (that is near the bottom part of the room). Similarly a AC if placed on the floor will be cooling the already cold air. So it is best to place a heater on the floor and an air conditioner near the ceiling.
