Solution:

Total population  = 4500

Ratio of females to children is 4 : X

Children = X

Then Female = 4

ratio of males to females is 3 : 2

=> Male  = (3/2) * 4 = 6

Male : Female : Children

6  : 4  :  X

Male =  (6/(10 + x)) * 4500

Female = (4/(10 + x)) * 4500

Eligible population  to vote =  (10/(10 + x) * 4500

10% of the eligible population didn't cast their vote.

Vote = (90/100)  (10/(10 + x) * 4500 )  =  9 * 4500 / (10 + x)

winner candidate won by 400 votes and the runner up candidate got 1150 votes,

winner votes =  1150 + 400 = 1550

Total votes = 1550 + 1150  = 2700

9 * 4500 / (10 + x) = 2700

=> 10 + x  = 9 * 4500 / 2700

=> 10 + x = 15

=> x  = 5
