Let, tens place digit is = x.

Then, unit place digit = 3x.

So, the number is

= (x × 10) + 3x

= 10x + 3x

= 13x.

Sum of the digits = x + 3x = 4x.

Given that the number exceeds the sum of its digits by 27.

Then,

13x = 4x + 27

or, 9x = 27

or, x = 3.

Hence, the two digit number is = 69.
