It doesn't react with the soap solution. Why do we use soap solution here ? So that we can clearly observe that a gas is formed. That's it! How do we check which gas is formed ? By it's property. Here, the gas produces pop sound when burning matchstisk is brought near it. This shows that its a Hydrogen gas.
