In an aquarium why do the fish open and close their mouths at regular intervals.

They are breathing through their mouths. Fish require a steady flow of water through their gills to be able to extract oxygen from it; the easiest way to make the water flow is to suck it in through their mouths and squeeze it out past their gills.
