In an atom the number of electrons in N shell is equal to the number of electrons in K,L,M,N shells.Answer the following questions.

The number of electrons in N shell is equal to the number of electrons in K,L,M shells. So if we start filling electrons in an element, it will be 

1s² 2s² 2p⁶ 3s² 3p⁶ 4s² 3d¹⁰ 4p⁶ 5s² 4d¹⁰ 5p⁶ 6s² 4f¹⁴ 5d¹⁰ ........

Number of electrons in K, L and M( shells = 2+2+6+2+6+10 = 28
So in N shell (4s, 4p, 4d and 4f), number of electrons should be 28.
Number of electrons in 4s = 2
Number of electrons in 4p = 6 
Number of electrons in 4d = 10
So in 4f, we need = 28 - (2+6+10) = 10 electrons.

So the element will have configuration till 4f¹⁰.
So configuration is = 1s² 2s² 2p⁶ 3s² 3p⁶ 4s² 3d¹⁰ 4p⁶ 5s² 4d¹⁰ 5p⁶ 6s² 4f¹⁰.

a) outermost shell is P (6s)
b) 2 electrons are there in the outermost shell. (in 6s)
c) atomic number = 2+2+6+2+6+2+10+6+2+10+6+2+10 = 66
d) configuration = 1s² 2s² 2p⁶ 3s² 3p⁶ 4s² 3d¹⁰ 4p⁶ 5s² 4d¹⁰ 5p⁶ 6s² 4f¹⁰
