If total number of listed votes=x
Total votes polled(90%)=x*90/100=0.9x
Valid votes among polled votes(90%)=0.9*90/100=0.81x
As succeeded candidate got 54% of the valid votes, so defeated candidate got 46%
(0.81x*54/100) -(0.81*46/100)=1620
On solving, x=25000
