let the vote losing candidate secured = x
number of votes winning candidate secured = x+12000
and he got 55% votes
therefore total votes = 2x+12000
so we can take
x+12000 = 55/100 * (2x+12000)
x+12000= (110x+ 660000)/100
100x+1200000= 110x+660000
1200000-660000= 10x
540000=10x
x= 54000
