Total number of votes = 8400

The first person got 52% valid votes.

25% votes were invalid.

The second person has these valid votes left

=(100% -(52%+25%))

=100%-77%

=23%

23% of 8400

=23/100*8400

=23*84

=1932

1932 votes is your answer.

Hope it helps.
