total votes = x

vote the losing person had = 40% of x

vote the winning person had = 60% of x

diffrence in votes between winner and loser = 15000 votes

60x/100-40x/100=15000

2x/10=15000

2x= 150000

x=75000

60% of x

=60/100*x

=60/100* 75000

= 45000 votes

The person who won had 45000 votes
