y got 40%


$= > \frac{40}{100} \times 4000$

=> 40 x 40

=> 1600

Thus x got (4000 - 1600) = 2400

Margin = 2400 - 1600

=> 800

Thus x won by 800 seats

(100-40)/100*4000=60/100*4000=2400
