You don’t have to explain it with law of motion or relativity. You have to hold the umbrella towards the direction of sun or rain to save yourself. When a man is running he is cutting the rain fall and will get wet on his front (Assuming he is running forward or vice versa) so he has to tilt the umbrella to wards the direction he is running.

Since both are holding the umbrella vertically I presume it that the sun is over head .( Elementary Mr Watson) .If the sun is in any other direction they would have tilted it in that direction.
