in ccl4 how we will say that it is composed of 1 carbon atom + 4 chlorine atoms??​

Because there is one C atom and 4 Cl atoms creating a stable bond. Since Carbon has valency 4, all of these 4 valence electrons are satisfied by 4 Cl atoms (giving one electron each)
