The atmosphere at the pashupatinath tempal was noisy , and full of chaos and confusion . Worshippers were trying to get attention ; other were pushing there way to front ; saffron-clad westerners were trying to enter the temples ,monkey were fighting , washerewoman were at their work while childrens were bathing . In contrast the badrinath stupa was "a heaven of quitness in the busy strees around" . There was no around ,which bulid the stillness and serenity at the buddhist shrine.

Explanation:

When the narrator travels to Kathmandu he visits two temples -one is the Pashupathinath Temple and the other is the Buddhist Shrine.

The narrator use the term"Febrile confusion 'to describe the atmosphere in the pashupatinath temple.The author finds Pashupathinath temple to be very crowded and a noisy place -people are jostling with each other to touch the feet of the idol ,the monkeys are fighting,the hawkers are shouting loudly to sell their wares.

On the other hand, the atmosphere at Budhnath stupa is quite and calm. Buddhist emphasize more on meditation rather than  ritualistic worship.

In other words the Budhnath stupa is clam in comparison to the pashupatinath temple.
