India is a federal country because it has separate governments are at each level.

Jurisdiction of central government is in subjects of Union List like Border defence, deployment of armed forces, use of atomic energy and minerals, foreign affairs etc.

Jurisdiction of state government is on subjects of State List like police, high court, pilgrimages, public health, agriculture, water etc.

Local government can exercise authority on subjects in Concurrent List like Divorce and marriage, criminal procedures and local taxes etc.
