Considering the given figure it's clear that AB, BC and CA are three tangents.
So, AR=AQ= 4 cm (tangents drawn from a point to a circle are equal)
Now, we have AC =11 cm and AQ= 4cm
So, QC= (11-4) cm = 7 cm
Similarly,
PC = QC = 7 cm
&
BP=BR= 3cm
Lastly,
BC =BP +PC = 3 cm + 7 cm =10 cm
