In irregular reflection, is the angle of incidence equal to the angle of reflection? Please tell yes or no with explanation.

No because that surface will be not smooth for proper reflection

VinayakShukla: But then why are they called Laws of reflection if they are not universal?

yes the angle of incidence will be equal to the angle of reflection but all the light rays falling will have different angles of incidences because of the uneven surface so their angles of reflection will also be different causing a diffused reflection.
