Steel retains a permanent magnetic field even after the current stops flowing in the coil but soft iron loses magnetism soon after the current stops flowing in the coil. So steel is used to make permanent magnets while soft iron is used in making electromagnets.

None because permanent magnet is formed from the alloy of iron,nickel and Cobalt and attracts iron containing objects.
