metal 'b' is at the top of the activity series as compared to metal 'a'...because 'b' is more reactive and hence has formed compound whereas 'a' is less reactive and thus is found in free state

Metal "A" is found in free state, it means metal "A" is not reactive. Metal "B" is found in the compound form it means metal "B" is reactive. In the reactivity series metals are placed in such a manner that more reactive elements are placed near to the top while less reactive elements are placed to the bottom of reactivity series. Therefore, metal "B" will be near to the top of reactivity series and metal "A" near to the bottom.
