M × D/W = m × d /w
m , M are the no of persons initial and final
d , D are the no of days
w , W are the no of work
now,
3 × 1 /3.6 =m/54
( 3/3.6) ×54 = m
m = 45
hence, 45 persons required

This is a direct variation question.
In direct variation we will do as-:
3 person=3.6 m
let the number of persons who could make a wall of 54m be x then.
x=54 m
Direct variation-:
3/3.6=x/54
54*3=x*3.6
54*3/3.6=x
45=x
x=45
