in one day cricket match between England and India ,zaheer conceded 27 runs in 9 overs and 2 ball while harbhajan conceded 31 runs in 10 overs .who had a better performance

Zaheer threw 9 overs and 2 balls...i.e, 9*6+2 balls....i.e., 56 balls...
He gave 27 runs...
So... the average runs per ball is 27/56=0.482
Harbhajan threw 10 overs...i.e, 60 balls
He gave 31 runs...
So... the average runs per ball is 31/60=0.508
So... Zaheer had a better performance than Harbhajan if the no. of wickets taken are same...

For this we need to find average runs per ball.

Zaheer:

27 runs in 9 overs and 2 ball
we know, 1 over = 6 balls
9 over + 2 balls = 9 
× 6 + 2
                          = 56 balls
Given runs = 27
So, Average runs per ball = No. of balls / Runs
                                        = 56/27
                                        = 0.482

Harbhajan:

31 runs in 10 overs
we know, 1 over = 6 balls
10 over = 60 balls
Given runs = 31
So, Average runs per ball = No. of balls / Runs
                                          = 60/31
                                          = 0.508
So, 0.482 > 0.508
Hence, Zaheer performed better than Harbhajan.
