in our country for very many years we had rule of law but not equality before law.how do you think the two are different

Rule of law means that the decision of the supreme court will be final and noone can change it, not even the government. It was there in our country since many yrs but everyone wasn't treated equally before law. If a person was rich and of higher class then they may be escaped but not the poor ones.But now everyone is equal before law.
