in our country some regions are rich in resources but they are economically backward?why? give reason.

this is also suitable reason that they don't know the proper use of it .... and also they have no good conditions to make there economic conditions better for example- punjab it has very poor literacy rate as compare to kerla so in short resources matters but how u will use it is more important. ....
