In para 12, Miller conveys that  a service dog is that which has received training to assist people who has some physical disability.

In the last part of the paragraph, the author tells us that Miller’s service dog "pulsed her wheelchair and turns lights on and off."

This lets make someone alert.

Thus, a service dog can be defined as those dogs who are there to help someone who is suffering from any physical issue.

Since the dog turns on the lights when Miller enters the room, we can understand that this is a service dog.
