In photo electric effect why should the photoelectric current increase as the intensity of monochromatic radiation incident on a photosensitive surface is increased and decreased

Because when we increase the intensity of incident light, the number of photons increases and as a result the number of photoelectrons also increase which in turn increases the photocurrent.
