This is because the voice of his education and social awareness make him to regard the snake as a dangerous creature that must be killed even though the poet instinctively admires the majesty and beauty of the snake and does not want to disturb it.

Accursed means 'under a curse'.In this poem,the poet showed dual nature towards the snake .On the moral side he considered him as his guest whom he should welcome and on the education side golden -brown snakes are poisonous so therefore they should be killed immediately.
This is the reason why poet call human education as accursed
