An image is formed only when minimum two light rays intersect each other after reflection, but in regular reflection, reflected light rays are parallel, so they will never intersect each other, so how an image is formed?

Yes, that smooth reflecting surface must be a plane mirror. As u said reflected rays are parallel, so they intersect at infinity and a plane mirror forms a image at infinity(in other way its focus is at infinity)
