in spite of low per capita income the health and nutritional status of people of some States is likely to be better why

If a state have high per capita income it doesnot mean that , the state will be good in other factors of production . Like haryana have higer percapita income than kerala but still kerala has higher life expectancy than haryana as kerala have good education and healthcare facilities .
