Yes. it's definitely true. This happens because of the complex political system of our country. Parliament makes bill and then acts, but for those funds to reach the poor, it is a long way through the offices of government clerks, which are immorally corrupt. and then, (if you have studied class 9 economics) half of our buffer stock rots away in absence of good storage facilities. And then there are politicians who raise the poor's voice, and do them nothing good only to use them as vote banks.
But the main reason can be cited as unawareness among the poor. They are uneducated, and no special measures have been taken for their education, municipal schools are in no good condition, with lack of qualified teachers.
