Firstly the paper cylinder cut into same radius. so the radius will be same.
If d =7
r=7/2
circumference of empty field=2×22/7×7/2=22
we all know that object which have thin strip is 1.75
so we multiply it to circumference
22cm ×1.75cm.

if they have same radius and height then they must have same surface area. the mosambi should cover the cylinder it's confusing :^
