In the summer the moisture content in the air is very less as compared to the rainy season
Since moisture decreases the rate of evaporation
Singh the wet clothes dry quickly in the hot days rather than the rainy ones

Dear Ashu,
● Clothes don't dry in rains because -
- In summer, the temperature outside is hot. This helps the clothes dry as the water gets evaporated.
- During rains, the temperature is low and evaporation becomes difficult. Also clothes get more wet due to rains. Therefore, clothes don't dry in rains.
Hope this helped you. Thanks for asking..
