in teaching science, is it appropriate to make learners master and practice the basic science processes first? why? ​

Yes. Lemme give you an example... By the time you are in 4rth and 5th class and all, your teachers would have started giving you to write essays and everything. And you could have only been able to write those if you would have learnt you alphabets. So, it is always good to begin with the basics first and then go to the advanced.
