The volume of gas collected at one electrode is hydrogen gas whereas the volume of gas collected at the second elecrrode is oxygen gas . As we know, that in one molecule of water there is twice more hydrogen than that of oxygem . So the gas released at one electrode is double the other ( hydrogen gas is double ) .
