As i can understand this question the pendulum take 4 seconds to complete 1 oscillation as it go from a to b and return from b to c i.e the mean position and take 3 second to do this but it does not return to c so only 3/4 of the oscillation is completed.

As it complete 3/4 oscillation in 3 second so it will take 1 second to complete 1/4 oscillation and in this question 1/4 oscillation is left as the pendulum does not return to point a from where it started oscillating.

so it take 4 seconds to complete 1 oscillation.

time taken to complete 3.5 oscillation = 3.5*4=14 second .
