If you consider both arrangements as a whole system. So One side of the string contains 4m mass and another side contains 2m mass. So the string which is directly in contact with the pulley has tension-

4mg-2mg=6ma

a=g/3

T-2mg=2ma

T=2mg+2ma=8mg/3

So both side of the string exerts Force T on both sides of the pulley. F=2T=16mg/3

which is equal in both cases.
