the body will not rotate at all even if you exert a thousand Newton of force it will still not rotate this is since the entire force is applied on the centre of the body or the point where the body will rotate this is because to create a moment of force we require distance between the direction of force and the pivot or the point of rotation of the body to create a momentum. and At last letting the body to rotate
thus, the body will not rotate

as we know that a body rotates which is pivoted at one point only by applying force at a distance if we apply the force on the pivoted. Then after pause the body will not turn because there is a law of turning effect
