in the following figure a syringe is just kept with its opening just inside the water.
compare the pressure of air between the barrel and the surface of water if the plunger of the syringe is pulled up.
what will be its impact on water?​

When the plunger is pulled up in the barrel, the pressure inside the barrel is much less than atmospheric pressure. As a result atmospheric pressure forces the liquid to rise up in the syringe.
