a & b are in ratio 2:3

let angle a be 2x and angle b be 3x.

2x + 3x + 90° = 180°

(angles on a straight line)

5x = 180°-90° = 90°

x = 90/5

x = 18

Angle a = 2x = 2×18 = 36°

Angle b = 3x = 3×18 = 54°

Angle a and Angle c form linear pair.

so, Angle a + Angle c = 180°

36° + c = 180°

c = 180°-36°

c = 144°

Therefore Angle c = 144°
