In 2009 general elections no party won or in order to form govt the required number of seats are 272 .
But the single biggest party was Congress and other regional parties it formed an alliance called upa.

In May 2009 General Election, the UPA won a near majority, with 262 seats. United Progressive Alliance was a coalition headed by the Congress Party, which individually won 206 seats. The opposition was called National Democratic Alliance (NDA) and headed by Bharatiya Janata Party which won 157 seats individually. In order to form the government, a party needs more than 50% of total seats. So the Congress Party along with its allies of UPA had 262 seats. They required 10 more seats. They were able to garner support from the Third Front, which constitutes the left-wing-, regional-, and caste-based parties led by the Communist Party of India (Marxist), which captured 80 seats. So UPA government was formed with Mr. Manmohan Singh as the Prime Minister.
