In the process of electrolysis, why hydrogen is collected at cathode?

H is a positively charged particle and cathod have negative charge
So H is collected at cathode

After disintegration of water because of electric charge hydrogen gets positive charge and so will be attracted towards negatively charged rod i.e. cathode...
